FCI AGM 2021 Last-Minute Dos and Don’ts. 

  • Be confident: It is quite normal to feel like you’re under-prepared for the exam even after months of rigorous preparation. However, don’t let your nerves get the better of you. You have studied hard and your hard work will be rewarded.

The FCI AGM 2021 exam has been scheduled to be held on July 17 and 18, 2021. This gives us less than a month to prepare for it. Questions on Agriculture and Agriculture economy are assessed for 45 marks for the AGM (General Administration) exam. Whereas, for the remaining AGM posts and Medical Officer, the two subjects are tested for 30 marks.

The first step in the cycle is planning, after which the successive steps follow. This is a continuous process that is repeated over and over. All steps of the cycle are deeply interlinked

Planning– This is the primary function of management. Every other step can only be put into motion and successively achieved if it is planned for. At the very start, you have to make a plan through which you design your vision and then put your objectives into action to achieve your final goal. 

Organizing- Once you have designed a blueprint for your plan, you have to start organizing and streamlining your resources. These resources can be physical, human and/or financial. Different resources are put to different uses so that the entire objective can be achieved. A very important part of organizing is delegation or assignment of duties. This involves the delegation of authority and creation of responsibility

Staffing- Staffing involves roping in the right person for the job. This is also called P-J fit or Person- Job fit. You have to find the person with the requisite skills who fits the needs of the job. This is how managers build their human resources. Training and development of skill sets is an important part of this process. 

Directing- One of the most important parts of a manager’s job is to lead the team through their example. You have to supervise the work and communicate well with the members of your team. 

Controlling- At the end of the cycle, ultimately did you achieve the objectives or not? So, the manager has to ensure that through the rest of the process, the final goals have been actually achieved. Only then can the efforts, invested previously, be of any use. You have to establish a standard and measure the actual performance. By finding the deviation, you have to take corrective action.

The FCI AGM (General Administration) exam is held for a total of 180 marks. All the sections consist of 45 questions that carry a weightage of 1 mark each. However, the GA syllabus is the same for all streams. The total time allotted is 150 minutes. There is no negative marking.

Introduction

The Public Distribution System plays an important role in ensuring food security. The country’s Public Distribution System allows for the subsidized distribution of food grains to the poor. It also aids in the management of free-market prices for goods sold through the scheme. The government places a high value on the goal of evaluating PDS outcomes in order to ensure that the equal distribution system serves the function for which it was established.

History of Public Distribution System (PDS)

India’s Public Distribution System is a vast network. The idea of Public Distribution System in India emanated during 1942 for the very first time in a revised form as a consequence of the shortage of food grains during World War II. As a result, the government began to interfere with the distribution of food to the people. Rationing was first implemented in 1939 in Bombay by the British Government as a measure to ensure fair distribution of food grains to urban consumers as a result of increasing prices.

Thus, rationing during a crisis period, especially during scarcity, was the historical precursor to the national policy of food grain stabilisation and management. After India’s independence in 1947, the government’s primary goal has been to provide food security to all of its people. The Ministry of Consumer Affairs, Food, and Civil Supplies established a public distribution system to achieve this goal.

To address the needs of poor communities, the government established the Targeted Public Distribution System (TPDS) in 1997. The primary goal of TPDS is to provide low-income people with subsidised food and fuel through a network of ration shops. Food grains such as rice and wheat are purchased from farmers, allocated to states, and shipped to the ration shop where the beneficiary purchases his entitlement. The responsibility for identifying the poor, procuring grains, and supplying food grains to beneficiaries is shared between the centre and the states. 

The National Food Security Act, 2013, was passed by Parliament in September 2013. The Act primarily relies on the current TPDS to provide food grains as legal entitlements to low-income households. This ushered in a new era by making the right to food a legally protected right. The note maps the food supply chain from the farmer to the beneficiary in order to explain the consequences of this Act, discusses barriers to TPDS implementation, and debates solutions to strengthen TPDS.

Working

The Public Distribution System (PDS) is a network that ensures the availability of essential goods to customers in all parts of the country. This is a transaction mechanism in which food grain, sugar, and other necessities such as kerosene oil and edible oil are made available to the citizens of the state at a reasonable price in order to meet their basic needs. Regular and timely supply is ensured through a tight monitoring scheme, making the Public Distribution System an effective instrument against various powers in the open market and keeping inflator tendencies in check. The following are the major commodities:

  • Wheat
  • Rice
  • Sugar
  • Kerosene

The government of India established the Ministry of Consumer Affairs, Food, and Public Distribution to manage and distribute food grains more efficiently. The Ministry of Food and Public Distribution has been divided into two departments: Department of Food and Public Distribution and Department of Consumer Affairs. The food and public distribution department is further divided into two sections for the procurement and storage of food grain.

Objectives of PDS

The purpose of the Public Distribution System is not limited to the distribution of rationed products. The primary goal of the public distribution system is to make adequate quantities of essential goods available at all times, in locations accessible to all, at rates affordable to all, and to protect the poorer sections of the population from the malicious spiral of rising prices. Major goals of public distribution system are as under:

  • Make products available to customers, especially the disadvantaged/vulnerable sections of society, at reasonable prices
  • Correct the current supply and demand imbalances for consumer products. Check and prevent hoarding and black marketing in essential commodities
  • Ensure social justice in the distribution of basic necessities of life
  • Even out fluctuations in the costs and availability of mass-consumption products
  • Support poverty-relief programmes, especially rural jobs programmes (SGRY/SGSY/IRDP/Mid-day meals, ICDS, DWCRA, SHGs, and Food for Work), as well as educational feeding programmes

Major functioning of Public Distribution System

  • Food Grains Procurement: The food grains given to TPDS recipients are obtained from agrarians at MSP. The MSP is the price at which the FCI buys the crop directly from farmers; it is usually higher than the market price. This is intended to provide farmers with price support while also incentivizing production. The central government is in charge of this. They obtain food materials at minimum prices from the Food Corporation of India and state agencies, such as wheat, rice. Other necessities, such as iodized salt, palm oil, candles, ghee, and linen, have also been purchased.
  • Ration cards for the poor: A Ration Card is a file provided by the State Government under an order or authority of the Public Distribution System for the purchase of basic goods from Fair Price Shops. State governments issue distinct Ration Cards to Above Poverty Line, Below Poverty Line, and Antyodaya families, and Ration Cards are reviewed and checked on a regular basis. Any Circle Office may provide an application form for a new Consumer (Ration) Card to an Indian person.
  • Identification of the poor and needy: The centre and states use a detailed method to classify qualifying BPL households

Since the government does not recognize APL families, any household earning more than the poverty line is eligible to apply for a ration card. In addition to BPL families, the centre allocates food grains to states for APL families. Nonetheless, this distribution is focused on the availability of food grains in central stocks and the average amount of food grains purchased from the centre by states over the last three years. As a result, if a state’s offtake increases from the previous years, the allocation to that state increases.

Limitations of Public Distribution System

The problems with the Public Distribution System have not abated in the country. The government in some states is inept and deceptive. In these states, deficiencies such as massive stock shortages, forged supply entries on ration cards, commodity diversion for open market sale, and forged ration cards are reported. The Public Distribution System suffers from erratic and low quality food grain supplied by Fair Price Shops.

The public delivery scheme has the following drawbacks in general:

  • State identification of the poor is not foolproof. A large number of poor and vulnerable people are excluded, and a large number of fake cards are also released.
  • The owner of Fair Price Shop obtains forged ration cards and sells food grains in the open market
  • People do not purchase the necessary number of food grains from the Fair Price Store
  • Food grain diversion by a Fair Price Shops holder and mediator
  • Good quality food grains are often replaced with lower quality, low-cost food grains
  • The public distribution system only contains a few food grains, such as wheat and rice, and therefore does not include full nutrition

Latest Update

The government had announced that it will provide an additional 2 kg of subsidised foodgrains under the PDS over the next three months, bringing the total monthly quota to 7 kg per individual. After a nationwide lockdown to control the spread of COVID-19, the Cabinet Committee on Economic Affairs (CCEA), chaired by Prime Minister Narendra Modi, approved the Food Ministry’s proposal to supply an additional two kilo subsidised foodgrains to over 80 crore people registered under the Public Distribution System (PDS).

Conclusion

The Public Distribution System is a critical resource for the food security of the poor, especially the urban poor and women who manage household food supplies. Increasing the food supply to the poor is a major challenge for the government. As many people died due to starvation in the past, the Public Distribution System has played an important role in helping the needy. In the Indian sense, India’s Public Distribution System is the world’s largest distribution network of its kind.

‘Management’ is a very common term that arises while taking up any kind of task. You can never possibly accomplish a goal without proper ‘management’. To be good managers, we actually need to be good leaders. Leadership is a trait that needs to be learned or rather imbibed, if not inherently present. Good leadership leads to good management. 

The following article provides information regarding leadership and the various leadership styles which is an important topic with respect to many major exams like RBI Grade B, SEBI Grade A, NPS Grade B, and FCI AGM.

Leadership: Definition & Meaning

You may not have dealt with this subject of leadership at large in a direct manner but indirectly you may have encountered it in many small ways. For example, there might be a person in your group who normally organizes everything for any event. That person may possess better leadership qualities who carries the responsibility of managing everything voluntarily and accomplishes the task making the best use of others’ capabilities.

Leadership may be defined as: ‘the process of directing the behaviour of others towards the accomplishment of some common objective’.

A leader will influence the behaviour of others by giving them an appropriate direction which helps them in achieving the desired goal.

Leadership Styles

The kind of leadership may vary depending on the kind of situations or the people exercising the role of a leader. While studying the topic of management, one may come across various styles pertaining to leadership. Some of the common leadership styles are as follows

Autocratic Leadership

Autocratic leadership refers to the style where a leader sends out ‘instructions’ that are not open to any suggestions and you cannot apply any of your personal ideas there. It is also called ‘authoritarian’ leadership where the authority lies only with the leader. Autocratic leadership basically can be identified through the following points –

  • One way communication
  • Similar to dictatorship
  • Expectation of obedience from the subordinates without any questioning

Now, a common question that may arise here is whether this kind of leadership can always prove negative?  Well, the answer may be ‘no’. This kind of leadership possibly works in: 

  • Stressful & quick-decision situations
  • Presence of demotivated, unskilled, or inexperienced workers.

Bureaucratic Leadership

Bureaucratic leadership refers to sticking to the rule book while performing any kind of task. It is based on certain fixed official duties and chain of commands. Here, you are not supposed to break the organizational hierarchy while leading. It basically comprises of – 

  • Strict adherence to organizational rules and policies
  • Going ‘by the book’.
  • ‘High risk’ work conditions like power plants, banks etc.
  • Maintenance of the quality standards.

This type of leadership may sometimes lead to low motivation, lack of flexibility and creativity. It can also result in lack of interest in going beyond the assigned work.

Democratic Leadership

Another kind of leadership is ‘democratic’ leadership which as the name implies uses the ‘consultative style’ and where every team member has a ‘say’. It is basically open to everyone’s suggestions and opinions before coming up with the final decision. It can be summarised as a style where –

  • Subordinates are involved in decision making.
  • The final authority of decision making exists with the leader.
  • Participation of each member is important and significant.

Although this style seems to be fairly motivating, which increases the morale of the team members, developing the sense of belongingness, responsibility, and job satisfaction, it may also lead to a slow decision-making process and loss of time.

Laissez-Faire Leadership

Laissez-Faire leadership refers to ‘free – rein’ leadership where the leader is not actively present to instruct all the time. The leader only plays the role of deciding the policy and leaves the rest to the team members. It can be summarized in the following points:

  • Presence of a passive leader
  • Negligent guidance to the team members.
  • The process of achieving a goal left to the subordinates.
  • Suits best to creative jobs like ad agencies & start-ups.
  • Suitable for highly skilled and experienced workers.

At one point this style of leadership helps in grooming the new leaders by giving them the freedom to make their own decisions but on the other, it may also prove disadvantageous leading to high costs, lack of control, and low productivity.

Charismatic Leadership

Charismatic leadership, as the term suggests refers to a situation where one’s charisma or personality influences people, no matter whether you are a designated leader or not. A charismatic leader can be defined as someone having –

  • Great articulation and communication skills.
  • Able to empathize and touch the emotions of others.
  • Able to motivate large groups.

Leaders following this style of leadership are usually visionaries and work for the greater good. The disadvantage lies in such leaders having the risk of turning into autocratic mode. It is also difficult to find successors of such individuals.

Transactional Leadership

As the word suggests, transactional leadership relies on a system of rewards and punishments to get any job done. It basically works as a transaction or on a ‘give and take’ basis. It can best be described as working on a  –Management by exception concept.

This refers to a system where the leader would only interfere with the process if she/he feels that things are not going as expected. One main point that can define this style is-

  • Clearly laid out expectations and compliance.

This style of leadership can be effective in achieving short-term goals.

Transformational Leadership

The key to transformational leadership lies in the word ‘transformation’. Such leaders are focused on the big picture and strive to change the larger viewpoint of others and help them understand the greater vision. It can be best described as –

  • Leading by example
  • Delegate authority and responsibility
  • Team inspiration through a shared vision
  • Involving people to the maximum

This style may well be able to contribute to each team member’s growth by not blaming them for each fault and rather being available for them at all times.

Other Leadership Styles

Apart from all these common styles of leadership, there are few others:

  • Servant leadership – less power and aimed more at serving the purpose
  • Paternalistic leadership – a mix of autocratic, morals, and care, just like a parent
  • Situational leadership – depends on the kind of situation
  • Creative leadership – pertains to cooperation in developing new ideas
