  • NABARD has a number of offices spread across the country, having several departments, with each of them assigned specific objectives and responsibilities.

Establishment of NABARD

  • Before NABARD came into existence, there existed an organisation called Agricultural Refinance and Development Corporation which was formulated with the view of providing refinancing facilities.
  • Earlier RBI was actively linked and involved with agricultural finance which gradually started becoming difficult. Moreover, the Agricultural Refinance and Development  Corporation (ARDC) was unable to fulfill the requirements of refinance.
  • Therefore, RBI decided to distance itself from the agricultural finance and that’s when a committee was set up under Mr.Sivaraman who was its chairman. The recommendations given by Sivaraman committee were accepted and were followed for the formation of NABARD on 12th July 1982.
  • The present Chairman of NABARD is: Dr. G.R. Chintala.

NABARD: Role & Functions

NABARD is the topmost development finance institution which deals with the development of rural areas of India. It is majorly responsible for sorting out the financial requirements of the rural India, especially the farmers. Some of the main responsibilities that NABARD is entrusted with are :

  • NABARD provides refinance facility to the agricultural sector.
  • It deals with the matters concerned with ‘policy, planning and operations’ in the agricultural sector and other developmental activities in rural India.
  • It also takes care of the development of cottage industries, village industries, small scale industries and other rural industries.
  • It also refinances the institutions that provide financial aid to the rural areas.
  • It is also involved in training the institutions that are working towards the upliftment of the rural areas.
  • It is also responsible for the implementation of the programmes aimed at rural development.
  • Since NABARD is responsible for coordinating all the finance activities in the rural areas, it also has to stay in constant touch with all the important institutions like the RBI, Central Government, State Government or any other institution that may be involved in the ongoing agriculture and rural development activities.
  • Regulation and supervision of the RRBs is another important role of NABARD. It supervises State Cooperative Banks (SCBs), District Cooperative Central Banks (DCCBs), and Regional Rural Banks (RRBs).

NABARD: Refinance Facility

Refinance as the name suggests is a finance facility provided ‘again’ by an institution to a borrower. It is the substitution of an existing loan with another loan on lower interest rates and different terms. To support the rural areas, NABARD provides refinance facility to promote capital infusion in the agriculture sector, with a repayment period of five years. These terms and conditions may vary according to the state or country. NABARD also receives its refinance funds from the World Bank and Asian Development Bank.

  • NABARD has set up the Rural Innovation Fund with the help of Swiss Agency for Development and Cooperation.
  • It has also initiated another scheme for banks which aims at rural development called Rural Infrastructure Development Fund (RIDF).
  • Till now Rs 51,283 Crore has already been sanctioned for 2,44,651 projects.

NABARD Schemes

Apart from providing credit for agriculture and promoting rural development, NABARD is also responsible for circulating its various schemes through banks and other credit-lending institutions across India.

4.50% for the following institutions:

  • State Cooperative Banks for financing crop loans
  • RRBs for financing crop loans
  • DCCBs directly financing for crop loans
  • Commercial Banks./RRBs in respect of their finance to PACS towards crop loans

5.50% for ST – Additional SAO/ST(Others)/ ST (SAO ) -SCARDBs (Annual Product)

8.10% for StCBs/RRBs – Conversion of Short Term – Crop loans into Medium Term loans

Long Term Refinance Assistance

5.80% – Long Term loan to State Government for contribution to share capital of cooperative credit institutions

Regional Rural Banks (RRBs) & State Cooperative Banks (StCBs)

6.40% – Refinance for 5 years and above

6.00% – Refinance for 3 years to less than 5 years

5.50% – Refinance for 18 months to less than 3 years

State Cooperative Agriculture and Rural Development Banks (SCARDBs)

6.45% – Refinance for 5 years and above

6.05% – Refinance for 3 years to less than 5 years

5.55% – Refinance for 18 months to less than 3 years

Following a whistle blower complain by Ken Fong in 2015 against NSE’s co-location facilities, SEBI had initiated an investigation to determine if NSE’s co-location infrastructure was indeed leading to fraudulent or unfair trade practices. Co-location allows brokers to locate their servers in the stock exchange’s premise (here NSE’s) for faster access to data and exchange systems.

Although SEBI could not establish any violation under the Prohibition of Fraudulent and Unfair Trading Practices (PFUTP) Regulations, it found NSE guilty of lapses in its high-frequency trading offered through its co-location facility leading to violation of the Stock Exchanges and Clearing Corporation (SECC) Regulations. As such, NSE has been penalized by SEBI as follows:

  • To pay the penalty of approximately Rs.1000 crore (625 crore plus 12% interest per annum from April 1, 2014) for misuse of its co-location facility to the Investor Education and Protection Fund (IEPF) within 45 days. (the penalty of Rs.625 crore is based on the profit from co-location operations during the period under investigation)
  • Prohibited from accessing the securities market directly or indirectly for six months from date of order i.e. April 30, 2019 (i.e. NSE cannot come out with its proposed initial public offering (IPO) for another six months)
  • To carry out System Audit at frequent intervals
  • Reconstitute its  Standing  Committee  on  Technology  at  regular intervals to take stock of technological issues
  • to frame a clear policy on administering whistle blower complaints

 While NSE has been found guilty and been penalized by SEBI, NSE has more to gain than lose by this decision. Firstly, the overall monetary impact on account of payment of penalty on the financials will be nil to negligible. This is because NSE has already been depositing a portion of earnings from the co-location business in an escrow account since December 2016, as per SEBI’s earlier instructions. As of March 31, 2018, the deposited amount was Rs.800 crore and as of date would likely be covering the entire penalty amount. Secondly, the judgment removes the overhang from NSE for finally coming out with the impending IPO that the stock exchange has been intending since 2016. NSE had filed its draft prospectus with SEBI in December 2016 for an estimated Rs.10,000-crore IPO. After the conclusion of 6 months, NSE will be in a position to come out with the IPO and raise capital.

Not to forget, NSE also has the option to appeal with Securities Appellate Tribunal (SAT) and thereafter with Supreme Court. However, it is unlikely that it will do so as it would lead to another few years of investigation and inquiry. NSE is better off to plan its IPO and gain the lost ground to Bombay Stock Exchange (BSE) that listed itself in February 2017.

Once you clear the prelims cutoff, you can progress to the mains paper. This part of the exam is divided into three different papers. The first paper of mains covers Economic and Social issues (ESI). It consists of 34 questions out of which 30 are objective and 4 are descriptive.  

The second paper of the second stage of the RBI Grade B exam focuses on English Comprehension and Writing Skills. This paper consists of 3 questions requiring descriptive answers.

SEBI Grade A Exam: What it is and Syllabus 

The SEBI Grade A exam is conducted by the Securities and Exchange Board of India (SEBI) to recruit Assistant Managers (Officer Grade A) for various departments. The SEBI exam is used to select candidates for different streams within SEBI, such as general, legal, information technology, engineering, research, and official language. FSSAI

FSSAI, or Food Safety and Standards Authority of India, is an independent body established under the ‘Ministry of Health & Family Welfare’ (Government of India). SSC

ARC

ARC or Asset Reconstruction Company is a financial institution registered under the RBI which is regulated by the SARFAESI (Securitisation and Reconstruction of Financial Assets and Enforcement of Securities Interest) Act (2002). It buys off the Non- Performing Assets (NPAs) called the bad assets or bad loans from banks and other financial institutions at a mutually agreed value with the objective of recovering or ‘reconstructing’ the bad loans and in turn helping the banks and financial institutions in cleaning up their balance sheets.
