    Parts A & B fit well in their respective places introducing us to the main subject of the sentence that the government is trying to accomplish some pending tasks, since the lockdown. Part D ends in an abrupt manner which makes the sentence grammatically incorrect and therefore it needs to be exchanged with part C which makes it grammatically and contextually correct, as it makes clear as to ‘what’ exactly the government has designed, i.e. the ‘packages’.
