Though hate crimes and discrimination towards migrant workers in Sochi may not be anything new in Russia, but this exploitation poses serious threats not only to the laborers themselves, but also to Olympic and Russian institutionalism.

Both THOUGH and BUT are used to show contradiction. Only 1 and 2 are grammatically correct, which makes (a) the right answer.
