    Solution

    I- ‘Effecting’ means ‘something that is produced as a result of something’. Disease is ‘affecting’ people, not ‘effecting’ people. II- ‘find out’ should be used, because, the subject organizations are plural. So, ‘scrambling to find out’ is correct.
