    Solution

    I- Since the Prime Minister has already asked the people to read and share the e-book, past tense of the verb should be used for that action. So, ‘urging’ is wrong. ‘urged people to read’ is correct. II- Since government is a collective noun, it has to be considered as singular and the verb used should be singular as well. So, ‘The government has issued’ is correct.
