    'Initiative' is better suited at (C), to refer to the PFS programme of Amazon. 'Major' can then be used at (A), to refer to the company, i.e. Amazon. At D- the connector 'including' would be appropriate to describe the relationship between cities and name of some of the cities; at E- 'during' would be correct as it would indicate the time period reference. Option D is the right answer.
