The Legislative Council, or Vidhan Parishad, is the upper house in those states of India that have a bicameral legislature. Unlike the Legislative Assembly (Vidhan Sabha), which is the lower house, the Legislative Council is a permanent body and cannot be dissolved. Members of the Legislative Council have terms of six years, with one-third of the members retiring every two years.
