    Solution

To honor the Hindu festival of Bala Chaturdashi, limitations have been imposed on the sale and consumption of meat, alcohol, and other intoxicants in the vicinity of the Pashupatinath Temple.  The Pashupatinath Temple is a Hindu shrine devoted to Pashupati, an incarnation of Shiva.  Situated on both banks of the Bagmati River on the eastern periphery of Kathmandu, Nepal, the temple's exact age remains uncertain, though legend suggests its origins trace back to 400 BC.   Recognized for its cultural significance, the temple earned UNESCO World Heritage Site status in 1979.
